SKILLS+ is a project of inter-regional cooperation aimed at improving the competitiveness of small and medium-sized enterprises. 

The aim of the project is to improve public policies that promote ICT communication between small and medium-sized enterprises in rural environments so that entrepreneurs in the rural area can see the opportunities offered solely by the digital market as well as the benefits of the digital economy. 

The project partnership is made up of a total of 12 partners from different countries in Europe. The project leader is the Ministry of Regional Development and Transport of the Saxony-Anhalt Federal Province in Germany, and the project partners are the following: Kaniuum Etu Ltd. from Finland, the Ministry of Environmental Protection and Regional Development of Latvia, the University of Western Macedonia from Greece, the Malopolska Regional Development Agency from Poland, the Sør-Trøndelag County Administration from Norway, AGRRA Agency for Rural Development of Croatia, the Bulgarian Chamber of Commerce and Industry, The Ministry of Culture and Tourism of the Castilla y Leon region from Spain, the Pannon New West-Transdanubian Regional Agency from Hungary, the University of Latvia and the Czech Technical University of Ostrava.

The project is implemented through two phases; The first phase started on April 1, 2016, and ends on March 31, 2019, followed by the second phase that begins on April 1, 2019, and ends on March 31, 2021. The first phase is based on the exchange of experiences through which an Action Plan for each area will be developed. The second phase involves the implementation and monitoring of the action plan.
